Pre-order: details on "GPIO upgrade" purchasing option

Does the "GPIO upgrade" imply that the regular cards will not have the four expansion connectors soldered onto them at all?
Or, does the "upgrade" mean that the buyer would get four mating connectors that one could solder onto a custom daughter board?
Or, does the "upgrade" mean one gets a break-out board that exposes the pins as 1/10th headers?
Or, none of the above?
