How to safely clean Ubuntu cache?

Anyone knows how to safely clean the /var/cache/apt/ directory on the Parallella board? It got to the point where it takes a significant amount of space on my working board, and searching the web came out with no definitive answer as to if it is OK to just rm these *.bin files. Various proposed methods, like using synaptic/dpkg etc. are ineffective.
