Hello,
shipping to Europe requires CE certification.
My question is:
Has the board a CE certification?

A quick read of wikipedia suggests that the CE mark is only for equipment that falls under a directive and is must not be used otherwise.

Which directive(s) do you feel it falls under? Low voltage starts at 50V AC or 75DC It seems so a 5V board is out of scope. (A power adapter is another matter.)

Electromagnetic compatibility perhaps? No idea how much the board puts off. If it isn't capable of doing it then doesn't apply. Also

‘apparatus’ means any finished appliance or combination
thereof made commercially available as a single functional
unit, intended for the end user and liable to generate elec-
tromagnetic disturbance, or the performance of which is
liable to be affected by such disturbance;

Not sure if these boards count as being for end users.

Not any kind of an expert on these matters.

The web site http://ec.europa.eu/enterprise/policies ... dex_en.htm looks quite useful.

Can't see any of the other categories applying personally. It isn't a toy. It isn't meant to explode or be implanted into someone.

Even though the Parallella is being sold as a development kit (suitable for no other purpose), we're not taking any chances on this and will make sure the board gets the appropriate CE and FCC certifications.
