Where is the Parallella Reference Manual?
All I can find is a dead link...
Is this the book I need to learn how to talk to the epiphany through C?
i.e. API, explanation of calls, ...?

For programming in C you need the SDK manual. The architecture manual explains how the chip works, which is useful for getting the most out of it. These manuals and more .
