What speed does the OS run?

I'm interested in a parallella as a fast home computer. I'm very experienced with linux, and love my raspberry pi.
I guess my question is does the actual system run at the 16*700mhz, or does the system just run on the ARM processor?
is this really just a tool for people wanting to do parallel programming... like, do you "send" stuff to the epiphany coprocessor, or does the coprocessor help out with all the processing the computer does?

By default everything will run on the two ARM cores and applications need to be extended to offload to the Epiphany. Something else to consider if you are thinking about using a Parallella as your main computer is that it does not have a GPU, just a framebuffer.
