I've seen the situation where I installed a new image and was able to ping but not ssh into the board. Rebooting didn't help. My solution was to write the image to the board again, plug it in, wait a few minutes, and try to ssh again. It then happened to work. I think there is some setup during the first boot up that has to occur. If it's interrupted on the first boot, it may not work. I'm only speculating. Maybe Ola can provide a better answer.

You might be missing a step in the bit.bin header. See the following for guidance.

If the Linux driver for the eLink loads, but the FPGA logic doesn't work correctly, the system will crash early (after getting an IP, responding to a few pings, but before being able to SSH in). You can try to disable the elink device in the device-tree to prevent the driver from loading.
