2 questions about Tcl and disk availability

Q1 When some version of the parallella board becomes available for non-backers (which I hope will be soon), will the Ubuntu on the Zinq/arm have facilities to read an external disk (like over USB) and how fast can this work ?

Q2 Will it run Tcl/Tk (as part of Ubuntu, or separately compiled) ?
