Hi Tony,
The parallella_defconfig does have the CGROUPS configured to be built into the kernel image. You'll want to use the parallella_defconfig configuration.

I'm not familiar with cgroups so I'm not sure how much I can help but...
On my Parallella board /sys/fs/cgroup does exist:
[bcxcube@parallella-bsc ~]$ tree -L 2 /sys/fs/cgroup
/sys/fs/cgroup
└── systemd
├── cgroup.clone_children
├── cgroup.event_control
├── cgroup.procs
├── cgroup.sane_behavior
├── notify_on_release
├── release_agent
├── tasks
└── user
2 directories, 7 files
Are you certain that your kernel image includes CONFIG_CGROUPS?

Tony,
FYI -- I built my kernel image from the bcxcube_epiphany_driver branch of the parallella-linux-adi repository using the parallella_defconfig. Perhaps the kernel image that you have was built from another kernel configuration?

CONFIG_CGROUPS was enabled since Jun 04, 2014 on github.
