Problems with serial login and possibly booting

I know this is now a year old issue and there has since been an update, but does the headless devicetree still need to be replaced with the HDMI one if a UART cable isn't being used? I've been trying (hopelessly) to ssh into the headless image with just power, sd card, and ethernet to no avail.
