Updates to parallella/oh elink

This is mostly directed at Andreas. I've noticed a lot of recent development on the elink section of the open hardware library (https://github.com/parallella/oh). Could you describe where it is heading, what to expect, or how this impacts Parallella?

The goal of the recent work is to get the elink to a stable and maintable block that can be used by anyone (including the Parallella community). Previously it was always the domain of a single person.(and that person turned over twice...).
Getting very close to a hand off point. The design builds cleanly in vivado and works on the Parallella board minus ~1 bursting bug and an IO calibration routine.
