When everything is installed correctly, you should be able to use "e-gcc" instead of "epiphany-elf-gcc". I'd start with verifying this.

WAIT! Are you trying to compile the host-side or the device side application? Note that the host side build uses the ARM toolchain. If you build on the Parallella board, simply use "gcc". If on your PC, using the cross-build tools, use "a-gcc".
